Actually, that's what I was worried about. If someone's case-sensitive code imports `FOO' from a case-folding library that exports it as `foo', should it find it? As far as the case-folding library is concerned, they're the same, but the case-sensitive importer won't agree. At the boundary, there has to be some agreement about how a case-folding library's names will be presented to a case-sensitive importer. Should they always be presented as lower case?
