Yes, the intent is that you should be able to take your time to convert from links to packages.
Like Jay, I wonder whether you ran `raco setup` after `raco link` --- in contrast to `raco pkg install`, which runs `raco setup` as needed for you. A linked collection's libraries can be found for running without a `raco setup`, while documentation cross-referencing would depend on `raco setup`. (Jay: I think it's no longer the case that `raco setup` as run by `make` in a repo checkout ignores your links. If I understand what you have in mind and if I remember correctly, that's a change relative to v5.3.6.)
