Currently, "raco pkg install -u --skip-installed foobar" will error if foobar is already installed at the installation scope. I can understand why that might be good, but in my case I'm perfectly happy to use that version of the package. Is there an option that would allow packages from different scopes to be be considered installed? Or should --skip-installed perhaps adopt this behavior?
