Looks like a gtk method is returning a null pointer. I know there have been 
recent messages about gtk, and more specifically changes to the gtk version 
used.  I reviewed them, and none of them look obviously relevant. It looks to 
me like DrRacket is failing to create the splash screen bitmap. I’m afraid 
you’re going to have to wait for a reply from someone more intimately 
acquainted with the racket/gtk interface!
