Oh, that part is up to your operating system. Depending on which flavor of linux you can get different plugin-type thingies installed to get dark mode for those bits, I believe. I'm not too familiar with how all that works, but the background of the panels is a place where the WM is deciding what to draw (and telling DrRacket what it does), as opposed to DrRacket deciding what color.
Unless you're saying that other apps look appropriately dark in their panels and dialog boxes and whatnot, and only DrRacket doesn't?
