From what I can tell, the mailer behavior doesn't require the
behavior_filters plugin. I'm not even sure what that plugin does.

Third party behaviors do not seem to 'behave' correctly. They will allow you to assign them to content but not always execute at runtime. Has anyone else encountered this issue?
