Radiator does not use fork() on NT (or Foreground/Background).
The only slight complication is configuring Radiator as an NT service so it
starts up at boot time, otherwise it runs very well. Also note that there are
several user management and billing systems available for NT such as Emerald,
Platypus, Rodopi, Interbiller, as well as our own RAdmin system (user
management only).
