You should use the AcctColumnDef configuration to specify a format:
<Handler ...>
<AuthBy SQL>
DBSource ...
...
AcountingTable ...
AcctColumnDef Column, Attribute [ , Type] [ , Format]
...
</AuthBy>
</Handler>
