Download Radiator 2.16.1 and use the new <AuthBy DYNADDRESS> and
<AddressAllocator SQL> clauses to define your address pools in your SQL database
and allocate the IP addresses dynamically. Have a look at sections 6.38 and 6.39
in the Radiator 2.16.1 reference manual. There is also an example configuration
file (with many comments) in the file "goodies/addressallocator.cfg" in the
distribution.
