Yes, you can put the AddressAllocator clause before the <Realm ....> clauses.
And yes, you will need to create the RADPOOL table in the database, but you can
populate it with additional AddressPool definitions in the AddressAllocator
clause. See section 6.40 in the Radiator 2.16.3 reference manual.
