Hello Robert -

This is because someone is logging in to the NAS, probably via telnet, and a 
connection request is being sent to Radiator with Service-Type = Login-User.

Perhaps you mean to return the Service-Type = Framed-User as a reply item 
instead of using it as a check item? In which case the user entry should look 
like this:

username User-Password = "password"
        Service-Type = Framed-User,
        Framed-Protocol = PPP,
        Framed-IP-Netmask = 255.255.255.0,
        Framed-Routing = None,
        Framed-MTU = 1500,
        Framed-Compression = Van-Jacobson-TCP-IP
