You would do something like this:

# define Client clauses with Identifiers

<Client ...>
        Identifier POP-1
        ....
</Client>

<Client ...>
        Identifier POP-1
        ....
</Client>

<Client ...>
        Identifier POP-2
        ....
</Client>

.....

<Client ...>
        Identifier POP-3
        ....
</Client>

.....


Then in your users file, you would specifiy which POP's a user is allowed to 
use like this:

# users file

someuser  Client-Identifier = /POP-1|POP-2/, Password = ......
        ......

anotheruser Client-Identifier = /..../, Password = ......
        ......

# these users can access all POP's

whichever  Password = .....
        ......
