At one time I too had the issue of holding down the Off button and having the Radio reboot instead of staying off. In order to have it stay off, I would have to hold down the Off button again at which point it would power down and stay off. That does not seem to be necessary on my Radio any more, but why not try it on your Radio and see if it works.
