I'm not sure it's really that, I believe the important part is that it's
really "off" (after holding the power button for a while) and not just
in the state the server calls "off" (just pressing the power button).

I recently downgraded a Radio and while the power cord was indeed pulled
I did not remove the battery. It still worked just fine.
