Sorry, I definitely don't understand what you are doing and how that's reducing the bandwidth.
If you have lame installed (and working) on LMS iPeng will make it transcode your audio to 128 Kbps when used over cellular network (by default) and you can configure it to go as low as 64kbps. Are you saying you are using even lower bandwidth?
