That's right you have to do "Find and install" - it doesn't pick it up
as an update.

If you use the standalone version of RadRails we recommend you
download a fresh copy of 0.7.0. We have purposely not updated the
update site to go from 0.6.4 to 0.7.0 in the standalone version.
The reason? RadRails 0.7.0 includes the Eclipse 3.2 final
launcher and
plugins and we want to make sure everyone has it going forward.
