Leaflet has a `zoomSnap` option, fractional zooms, and
[Leaflet.SmoothWheelZoom](https://github.com/mutsuyuki/Leaflet.SmoothWheelZoom)
would address the vector ux while still allowing 1:1 pixel representation for
raster maps that seems IMO more difficult to get right otherwise.

If you need zoom levels higher than 23, I think you might be looking at the
wrong project.
