### Problem
Further to last #6671 (rate limited for making 3 comments)
### Description
This is obviously "The down rating for reports might be a bit harsh but we can
adjust it if that turns out the be the case" #4202
Need to consider false/revenge reporting. Eg the limit can be changed to per
user's changeset, although it only helps me marginally here.
It should be relaxed for active users. Eg some number of changesets, edits, or
comments, and without being reported before.
