I have rebased after merging the PR above. This works well now.
- I have added a file `.devcontainer/Dockerfile.postgres`, similar to the
existing `docker/postgres/Dockerfile`, which installs Postgis using Apt. This
works around Postgis not having images for arm64 (at least not official ones).
- Both containerised setups work on my arm64 and amd64 machines.
