Yeah, I sent a link around the office when we used to work together. It's a browser plugin called Cooliris (was called PicLens) [1], but from what I understand all the effects are done using XPCOM / ActiveX with XUL being used as a shim to load everything. I'm pretty sure the look and feel of Snow Stack was "inspired" by it.
