Right now the security header processing is heavily based on the server's
policy. Thus the logic is so complex and difficult to follow. Many other
WS-Security implementations adhered with strict layout in the secuirty header.
So Rampart/C should follow the same approach for the interoperability and for
the simplicity in the logic.
