I believe this is a misunderstanding due to lack of documentation. I have added
doxygen comments for the oxs_c14n.h file in the latest svn. There you can see
that each c14n function has a ns_prefixes parameter. That is used to specify
the inclusive namespaces list when exclusive-c14n is used.
