UsernameToken is not a SOAP header. Therefore IMHO you should not use
EncryptedParts to indicate that the UsernameToken should be encrypted. Instead
you can use EncryptedElements (not supported by rampart yet) and point to the
UsernameToken element with an XPath expression.
