There are some possible improvements to SAML 2.0 token issuance logic.
- Bootstrapping of OpenSAML 2.0 library needs to be extracted out to a static
block, otherwise there is a performance degrade if default bootstrap happens
for each and every token issuance.
- Attribute callback handling logic needs to improved.
