OK here I go...

If we were to have the Boy Scouts review the GMA would they grant
"equalivancy"?  Perhaps! Then we would know....!

At the center of this question is again "Ministry vs. Program" or as you
note "the Spiritual outweighing the Secular"...  (*Ice cracking sounds-)

I'm not sure I disagree or would want to change that thinking-

However there are more points to the Ranger Emblem than just *spiritual
and what the public and the US Mil. recognizes is that the Eagle has been
"Leadership Tested"-and approved by a board of review. The public
don't know this, but a Eagle has had his advancement record is reviewed
and he can be asked to verify every "sigh-off" ..and every rank advancement
earned, and supply valid cards to back his 21 merits by *approved Merit
Councilors-  includeing a review of his Eagle Project.

It "sounds" easy- BSA Eagle = "21 merits and a project"

We don't reach 'equalivancy by just requireing 23 Ranger merits or the
"God and Country" we do it by *equaling the significance of the achievement.

Rangers is more equilivalent to Cub Scouting in that we are Leader led and
achievement is decided by Commander with no standardized discussion of
what the boy has done to earn advancement. We require no check of a GMA's
advancement beyond the signature of his Commander, and frankly that puts
the Leader on the integrity "hot seat" more than the boy.

I disagree- "Any Framework" won't do... We must "Do our best"
and with God's Help that should be "No more-No less" than what
is required. The Ranger CODE is a guide-

Be Alert for compromise!

Be Clean- in spirit and mind and body!

Be Honest- even when it goes against us or requires thought!

Be Courageous- and bold in telling the truth.

Be Loyal- Love the program... and work to make it better!

Be Courtious- especialy respectfull in matters of custom and beliefs..

Be Obedient- to the leading of the Holy Spirit!

Be Spiritual- in work,in play,in word and deed!
