Background
Organizational Context

More than 165,000 people lost their lives in Aceh and Nias as a result of
the tsunami of 26 December 2004 and the earthquake of 28 March 2005. While
the emergency response to those affected by the disasters was swift and
generous, the need for significant ongoing support is obvious. The need to
build capacity in the decentralized and democratic coordination of recovery
and reconstruction programmes at the district/city level is critical for
sustained recovery and longer-term development and is anticipated to
continue at least until the end of April, 2009. To ensure effective
coordination, the Office of the UN Recovery Coordinator for Aceh and Nias
(UNORC) is recruiting experienced Heads of Field Offices to support ongoing
policy and programmes of UNORC Headquarters.

Description of Responsibilities

Functions / Key Results Expected

The Head of Field Office is responsible for managing the day-to-day
operations of the UNORC Field Office and reports to the Deputy Head of
Office. The Field Office will focus on UNORC core functions: supporting the
BRR and local government institutions in coordination and implementation of
recovery and reconstruction planning and implementation; functioning as an
interlocutor between the Government and the recovery community, including UN
agencies; facilitating transition and recovery processes at the district
level through the Kabupaten/Kota Recovery Forums (KRF) and relevant
mechanisms. The Head of Field Office will provide operational supervision to
the KRF Officers in the Field Office's area of responsibility (AoR).

Summary of Key Functions:

* Provide leadership to and manage the day-to-day operation of the Field
Office, guide assigned work team, mentor and supervise the work of Field
Office and KRF staff members and contribute to the continuous staff
development of the assigned team;

* Lead the coordination of the KRF in the AoR and implementation of UNORC
programmes at field level, assign, guide and manage teams to accomplish
tasks to implement the programmes, provide policy advice and backstopping
support on recovery and development related matters to the Chair of the
KRFs, which is the Bupati/Mayor of the district/city;

* Together with UNORC Headquarters, identify and bring best practices and
lessons learned of decentralized coordination, planning and oversight to
bear on the functioning and structure of the KRF;

* Liaise with UNORC Information Analysis Section as well as the common
services and facilitate collaborative working relationship;

* Lead the local UN coordination architecture to promote coherence in the UN
operations in the areas of responsibility, in particular that concern the
safety and security of UN personnel, common services and inter-agency
administrative matters, by convening and facilitating regular UN
coordination meetings;

* Monitor, identify and assess the vulnerability of the affected
communities/population and identify and assist in implementation of
sustainable, equitable and extraordinary measures and responses to meet such
needs;

* Responsible for the timely delivery of monthly situation reports,
humanitarian updates, annual reports, briefing notes, progress reports and
evaluations that are required;

* Represent UNORC in official functions, local government meetings etc.,
travel as needed to support the functioning of the Field Office and the KRF;


* Perform any other tasks deemed necessary for the successful functioning of
overall coordination and the work of UNORC.

under responsibility is effectively and efficiently managed. Play a lead
role in identifying and addressing significant issues and problems in the
recovery and reconstruction processes in the AoR, ensuring the successful
coordination of the KRF.

* Representation and engagement with stakeholders: Efficient and effective
work relationship with BRR, the Bupati/Mayor of the district/city and
government institutions, UN agencies, NGOs, bi-/multilateral agencies are
established and improved to foster greater cooperation and collaboration in

* Opportunities and gaps in programmatic interventions identified and
measures and responses are formulated and implemented.

organization of humanitarian and recovery assistance.


Impact of Results

That the operation of the field office under responsibility is efficiently
and effectively managed; that the coordination, monitoring, planning and
oversight of Kabupaten/Kota Recovery Forums and the KRF Joint Secretariat
under responsibility is efficiently and effectively managed to assist the
successful implementation of core activities.

Qualifications

Education:

* Bachelors Degree in Political Sciences, Development Studies, Humanitarian
Studies or related field or Masters Degree or equivalent in Social Sciences,
Humanitarian Studies or related field will be preferable.

Experience:

* Minimum three (3) years of relevant working experience for Masters Degree
or minimum of seven (7) yearsBachelors Degree at the national or
international level in the areas of post disaster/post conflict recovery,
development planning and monitoring or capacity building support to
government institutions. Knowledge of institutional mandate and practice is
a strong advantage.
Experience and in-depth knowledge of recovery issues in Aceh and/or Nias is
a strong advantage. experience for

Language:

* Fluency in English (written and spoken) and Bahasa Indonesia.

* Knowledge of Acehnese language or other local languages spoken in Aceh and
Nias is an advantage.

Description of Responsibilities

Functions / Key Results Expected

* Under the supervision of the KRF Facilitation Officer, the KRF
Facilitation Associate will be based at the district/city level and work
closely with UNORC HQ and Field Office staff, local government, BRR,
international and local partners and other members of the recovery
community.

* The primary responsibility of the Associate KRF Facilitation Associate is
to deliver UNORC support for the coordination, monitoring, planning and
oversight of Kabupaten/Kota Recovery Forums (KRFs). KRF Facilitation
Associate support the KRF Facilitation Officer in the KRF Joint Secretariat--
comprised of local government, BRR and the UN--and are members of KRF
facilitation teams, and as such:

* Provide such secretariat functions as preparing agendas, meetings notes,
calendars, workplans, monitoring matrices, membership lists and other tasks
as required.

* Provide policy advice and backstopping support on recovery and development
related matters to the KRF Facilitation Officer and, as requested, to the
Chair of the KRF, which is the Mayor or Regent of the district/city.

* Promote the principles of democratic leadership and community-driven
recovery upon which KRFS are grounded.

* Ensure that civil society representatives, including women's and youth
groups, representatives of community organizations, local religious leaders,
and other key community members actively participate in KRF meetings.

* Identify key priorities of local communities, including through occasional
assessment missions and surveys, and determining how projects, both planned
and ongoing, can address these priorities.

* Prepare background papers, research and reports, as necessary, to ensure
advance the objectives and priorities of the KRF.

* Assess gaps in information and data relating to projects, assessments,
needs, priorities and plans.

* Provide translation at meetings, as well as translate relevant documents
as assigned.

* Among others, utilize broad-based knowledge to assist in the production of
the KRF's two major deliverables:

* KRF Recovery Strategies, the official recovery strategy for the
district/city

* KRF Data Profiles, a consolidation and reconciliation of the best
available data, statistics and figures for recovery planning and monitoring
of the district/city.

* Work to ensure that KRF Recovery Strategies are harmonized with other
government plans, tools and processes, and that KRF strategies strengthen
the quality and coherency of these other plans/processes.

* Together with the KRF Facilitation Officer, identify and bring best
practices and lessons learned of decentralized coordination, planning and
oversight to bear on the functioning and structure of the KRF.

* Identify gaps and bottlenecks in KRF planning and coordination and working
to ensure their resolution.

* Regularly report activities to Field Office Heads in the form weekly and
monthly situation reports.

* Liaise with UNORC Information Analysis Section to develop layouts,
sectoral themes, and indicators for District Profile documents.

* As needed, travel throughout the district support the functioning of the
KRF.

* Perform any other tasks deemed necessary to ensure that success of KRFs or
work of the UNORC.

* Minimum of four (4) years of relevant working experience for a Bachelors

* Knowledge of institutional mandate and practice is a strong advantage..

* Experience and in-depth knowledge of recovery issues in Aceh and/or Nias
is a strong advantage.

Language:

* Fluency in English (written and spoken) and Bahasa Indonesia.
