My take is that launchpad changed its structure, making those instructions obsolete. Weird you didn't get any error following the apt-get update. Remove the lines from your /etc/apt/sources.list and replace them with those: deb http://ppa.launchpad.net/rapache-devel/ppa/ubuntu hardy main deb-src http://ppa.launchpad.net/rapache-devel/ppa/ubuntu hardy main When you're done an apt-get update and apt-get install rapache should work.
