RAT unable to valid both license text and URL

We use mvn -Prat with the RAT version 0.7 and 0.6, which did not pick up the
incomplete apache license text. e.g.

As you can see the first line 'Licensed to the Apache Software Foundation
(ASF) under one' was missing:(.
Apparently, RAT validates either URL or license text not BOTH. If either of
them is correct, it will pass validation. This behaviour should be tightened to
enforce both of them to be correct.
