CLI RAT should allow excludes to be specified in a file

Currently one can specify wildcard excludes with -e. However, it would be nice
if projects not using ant/maven (and thus using CLI RAT) could specify a
repeatable list of patterns for exclusions from a .rat-excludes file checked
into svn.
