I think i gave you the wrong values
the values should actually be 0.47 cents which is rounded of to the last 2
decimals
will it be possible now to get a fixed value

With your description above and your example I'm not able to calculate
consistent figures:
0.6312-0.44 = 0,1912
0.789-0.6312 = 0,1578
which both don't come near to your amount per second.
Nevertheless 'man rate-files' should have enough information to generate
T:-entries.
