I haver no strong feelings about where the tooltips should better be
shown, but I'd just like to note we should try to use existing pieces
of software both as inspiration and reference.

For instance, if GIMP is showing tooltips after 500ms I think we
should do the same. The same goes for where to put them; being also
open source, we can surely check other projects' sources and copycat
the method that suits best the current rawstudio codebase.

One last thought: it may be also worth spending some time on reading
and conforming to the GNOME HIGs (Human Inetrface Guidelines) here:
