I answered my own question... In the Makefile.pl there is a dependancy that is not listed in the INSTALL or on the webpage..
Digest::Nilsimsa seems logical enough. So I installed it from CPAN and then the install worked. I think that this should be mentioned in the INSTALL and on the webpage, because anyone that tries to Install the Perl modules from CPAN instead of from the "razor-agents-sdk" will have this problem. Unless of course they need the fuzzy Nilsimsa algorithm for some other work that they are doing.. Thanks...
