I believe the answer has to do with your trustworthiness in the system. As you contribute legitimate spam to the system your rating will improve over time. In the beginning your submissions are not given a lot of weight so one report from you will not automatically flag a message as spam. As other contributors submit the same spam messages your rating will improve and you will see the spam flagged sooner.Oh yeah, now that you mention it, I do remember *skimming* over that info in the docs. :) I guess I'd better start sending all my SPAM to the DB!
