I am currently using Razor-Agents v2.61.
delete the use_engines line.. 2.61 supports 4 and 8 only, which is why your client is currently only using 4 (it's using the intersection of what you asked for and what it supports).
Everything else should be fine, although I might suggest deleting the logic_method line as well, in case Vipul at some time in the future makes changes to the default logic_method.
