Sorry for answering my own post... I think I figured it out. My command turned out to be:
perl Makefile.PL make make install DESTDIR=/var/tmp/razor-agents \ PERL5LIB=/var/tmp/razor-agents/usr/lib/perl5/site_perl This didn't error out and the RPM is done.
