Sorry for posting in wrong list but I solved my problem. I had duplicate entry in /etc/mail/spamassassin/init.pre and /etc/mail/spamassassin/v310.pre (both were loading the same module). When I uncommented one line in init.pre, then the plugin loaded successfully.
