I increased the verbosity of razor-agent to 14 from 5 and was able to
get a bit more information.  On another mail, after the server changes,
I get:

Jul 22 10:47:12.881647 report[5797]: [11] Error: Error 202 while
authenticating, aborting.

Then the message is no longer processed and the next message begins.

I can see the razor-agent log with verbosity set to 14 at 
http://northfolk.ca/razor-agent.log.  There are
three reports: 5797, 5806, and 5812.  5797 and 5806 end in Error 202
while attempting to authenticate with 66.151.150.12 and 5812 is able to
make a report.
