With the Bush Administration change to HIPAA mid last year, physicians do not have to log releases of medical information provided to other physicians involved with the patient's care. So a primary care physician can send a patient to a cardiologist for evaluation and send records without logging their release. The cardiologist can send his evaluation back to the primary physician without logging. However, this could change as Senator Edward Kennedy has submitted a bill to change HIPAA back to the way Clinton authorized it. Also, the Security part of HIPAA has not been defined. When it is, it could change the Privacy part. Hence, it may be necessary to log each time a medical office staff person has accessed any part of a patient's record. But not right now.
