I got the same error. The downloaded file is RBWINUpdt.exe, size is 18.1 MM
(19,044,489), date is 1/31/2003; however, the installed files have a date of
1/31/00, 6:54 AM. My PC clock is set up correctly.

I find that when I do the update it gives me whatever the current date/time
on my PC is.  So maybe your PC clock is off?
