At the r> on the problem computer type SHOW NAME

This will let you know if the desired cfg file was found ans the NAME
will be correct.

Also check that the temp and tmp enviroment variables are correct.

Also check shortcut to make sure no ems is allowed.

Has to be some local issue, or an issue with the cfg path.
