If you have Netware, you could just disconnect the users from the
server.

                I do not have administrator rights but am responsible
for packing the 
                database.  Often when I try the pack, other users have
either failed to 
                log off and are still in RBASE or have failed to get out
of RBASE when 
                logging off.  What is the best way to get around this
problem.  Most of 
                the time I am not on site when doing the pack (or other
maintenance).
