Design default is 100 rows.
Only prints 3 on the second row both at the R.Prompt or in design preview.
I can live with it, just wastes labels.

How many labels are printed when using the LBLPRINT command at
the R> prompt or in a command file?
Label Designer [Label Preview] option is limited to the "Row
Count for Preview" defined under Default Report/Label Settings.
