Here is a DLL that has multiple arguments for information on a disk file.
Place the DLL in any legitimate place in the windows search path, including
the dir of the db. There is an example RMD in the zipper to get you on the
right track. The time returned is in seconds and is returned as a TEXT and
is returned in the Time Settings for the OS, so you will have to parse the
string for the AM PM stuff...

I have tried that but the output of the DIR command shows the time only to
the nearest minute and I need seconds as well...
I was thinking in term of a UDF/DLL that is available.

Depends what "easy" is. You can parse it out of the output of a DIR
command.
