The 4 arguments are the structure of the RBase Property command..

property component_id 'CALL_PROCEDURE Controls.FastForward'  ' '

This is the way the internal routine in the engine is structured, so even if 
there is no number 4, you have to pass a space just so it doesn't hiccup.
