I have a single user license, and server is offered to me. I do have other licenses, maybe that is the trick.

The difference is whether or not RBTI installs into the Windows directory or the R:Base directory where the executable resides. I always use Server update. The advantage is that one can operate with more than one version of R:Base without interference with other versions on the same computer.
