Nope!  I have and use Vista and have NOT had that issue.  Watch packets and
log them.  Back trace and you can see if it is your ISP or OS or NIC.    

 

Have two separate computers within reach and see if it happens to both then
you know it is NIC or ISP.   NIC includes and not limited to NIC card, hub
but I hope switch, or router.  Oh let's not forget Ether wire and that
florescent light and interference!  When they switch the light on <g>   but
really check.  Emmitt had a good story on that last year.

Try rebooting your router. I have to do that periodically with my ADSL
connection. Off/wait/On and things come back to normal speed. I have no idea
what causes this, and I certainly don't want to try and figure it out with
someone over the phone.
