It is most likely a file association issue. If you look at your processes and can locate that one and the extension etc.. backtrack what it is calling and then kill that file ext association. A bit of a pain and most likely after a program was removed and it left some crap behind. I think/hope you already ran crap cleaner aka ccleaner.exe

Of course in the end it does not load, but you have to go thru several error window clicks to get there. So if you walk away during the boot, nothing happens till you return.
