Try setting the permissions (under advanced) and giving full control (or just the ones you want). I have found un-checking the read only box doesn't work.

I'm having R:BASE place it's temp files in the C:\Temp folder. When I look at the properties of that folder , the Read-Only attribute is always checked. If I de-select it and apply changes it always resets. This seems to be the case for all my computers on the network. I'm not sure what the issue is. Jan
