I had this issue happen on my machine with RBase 7.6  running Win 7 64 bit.  I 
could click on RB 7.6 several times with the window not coming up, but I could 
clearly see it running in the process list.. What I found was another process, 
SVChost.exe that would start at the same time and start running up memory usage 
until it hit the top of the list.. If I ended that process, all of the rbase 
windows would come up at once and it would work fine from then on until I 
restarted the machine.  I tried uninstalling RBase and re-installing with no 
luck.  I found an article that pointed me to a realtime scan process by AVG 
that was causing the SVChost.exe to fire but not stop, thus memory usage kept 
climbing..  Only after I uninstalled AVG and had installed a new version did 
this issue go away.  So check your Virus program/real time scan and try 
removing it and re-installing.  The worst case work around is to start RBase, 
start task manager, goto processes tab, put them in decreasing order of memory 
usage and shut down the svchost.exe that climbs to the top.  That is what I did 
until I found this solution.

I had a similar symptoms with RB 7.6.  RBase is running, as you confirmed, but 
somehow the registry settings for the top and left get corrupted on very rare 
occasions- to the extent that for me, the db explorer had coordinates for being 
in the next room.
If you're comfortable hackin' away at the registry, you might try to find 
"RBTI" (or "RBase" or "RBG") and poke around there for "top" and "left" 
settings. (Disclaimer: try at your own risk)
If you are starting with a user menu, by pass that and go right to the DB 
Explorer and see what happens.
If you are starting RBase and going right to the DB Explorer, try Dennis's 
suggestion and start maximized.

I doubt if it's R:Base.  I'm running dual monitors on a Win 2k machine - the 
trailing edge of technology, so who knows what happened.

Followup: I just scanned my registry and found that monitor software also 
stored window locations.
For RBG7.x, I found: HKEY_CURRENT_USER\Software\R:BASE Technologies\RBG7\Main 
Window
that had entries for Height, Left, Top and Width -  736, 30, 18 and 951 
respectively, which seem like reasonable pixel dimensions.
