Why is that not expected behavior? It makes sense to me that if you enable a container that all its contents would inherit that condition. After all, if you disable the container don't you expect its contents to also be disabled?

Some of the controls on the panel are disabled. I disable the panel. I enable the panel. The controls are no longer disabled. This is not the expected behavior.
